The Election Is Coming, The Election Is Coming


Here are some thoughts I had as election time approaches.

WHO IS PAUL EDWARDS

Remember, he is the person who sent out the infamous "E" e-mail to shut up Councillors. 

I have spent countless hours trying to figure out who this person is. 

The first obvious place to look for him was the search box on the City Website. No results.  Googling his name did not produce his identity either. Checking out my archives drew a blank as well. 

So I started phoning around people and e-mailing them and putting the pressure on some of my inside sources. Finally, one person broke the silence. This person told me that Paul Edwards was a relative of a person by the name of "Cedar." 

Cedar, Cedar…that name rang a bell. Immediately I opened up my archive and found this story about  Edgar (aka Eddie) and Preston Cedar: 

""WINDSOR STAR EXCERPT DELETED BY REQUEST OF POSTMEDIA NETWORK INC. LEGAL DEPT.” 

Now I knew the answer! 

DID COUNCILLOR POSTMA LOSE HER LEVERAGE 
 
The Councillor has been trying to broker a deal amongst the residents, Bridge Company and the City respecting the homes in the Indian Road area. 

In order to play such a role, the Councillor I would have thought needs to be  "neutral"  in order to maintain the trust of all the parties. 

I think she may have blown it. I heard her on the radio praising the Mayor to high heavens after he  said  he would run for  another term claiming that not only would she put signs up for him on all of her properties but would vote for him for Mayor. 

I did not know about you but given the relationship amongst the parties it appears to me that her credibility may have been permanently damaged. 

THE SAME OLD GANG
 
I thought that this is a very interesting comment that the Mayor made about the election in the fall. It is pretty obvious that the incumbents will try and work together as they did the last time around to beat off any possible opposition:

It appears as if the Mayor is very concerned that a majority of Councillors who may be elected this time around will oppose his initiatives. Imagine, being Mayor of a City for four years where everything that he tries is voted down by the majority because they are tired of his mind’s eye visions. 

And talk about recycling former campaign promises. The absolute last thing that the Mayor wants is a strong Councillor who might be able to confront him. Here is a clear indicator that the Mayor is lacking in any new ideas whatsoever. Remember this from the first time that he ran for Mayor:

Portfolios 

City Councillors must become active participants, with the Mayor, in governing our City. Our Councillors come from diverse backgrounds that are rich in different life experiences. Many will have previously served as Councillors. We must leverage the depth and breadth of their knowledge and expertise to the City’s advantage. 

Each Councillor has a vision of the City that encompasses more than just their immediate ward obligations. Councillors who chose to accept additional responsibilities will be assigned portfolios that suit their experience and skill set. These portfolios will include duties above and beyond their local ward responsibilities, including Social Services, Fire and Police Services, Community Services, Infrastructure Services, Finance etc." 

What contempt for taxpayers to think that we have forgotten. What do you think you’ll come up with next… CitiStat to save us millions? 

WHAT TO DO IN THE NEXT HUNDRED YEAR STORM 

 Here is the City’s solution. Heck, it is cheaper than fixing up the sewers.

As part of their mission to build resilient communities, the Institute for Catastrophic Loss Reduction has issued the Handbook for Reducing Basement Flooding, authored by Dan Sandink. The ICLR has graciously made their handbook available to the City of Windsor for distribution."

LEGAL CONFLICT OF INTEREST   

This should be interesting for a judge to determine if WDS sues the City to disqualify Turtle Island.
 
I thought that I’d heard that  the law firm who helped the City and created the contract proposal for garbage acted for one of the tendering parties! That was disclosed at Council. I am not sure which company it was. It may well have been one of the disqualified ones.
 
In any event, it appears to me that the responders to the RFP might have an  argument to make that there was a reasonable apprehension of bias in the way that the contract documents were drafted such that the entire process was tainted right from the beginning.
